Two Apartment Projects Pitched For Kerr Avenue

Plans for two new apartment complexes are taking shape in Wilmington’s Kerr Avenue corridor.

One project called Ethos 622 Apartments is set to bring 48 new apartments, while plans for The Lofts at South Kerr would bring another 19 apartments to the area. Developers submitted plans for both projects this week for technical review by city of Wilmington staff.

Ethos 622 is planned for roughly three acres of land across four tracts, including 610, 614, 618 and 622 S. Kerr Ave. According to site plans, the complex will include two, three-story buildings with 48 two-bedroom units. An existing single-family home is set to remain on the site.

Ritz Partners 7 LLC, an entity registered to and managed by Matt Scharf, is behind the project. Property records show that limited liability companies registered to Scharf bought the four tracts of land in recent years.

Although near the main entrance to the University of North Carolina Wilmington, Scharf said this week that the project isn’t being built as student housing. Instead, apartments he’s developed in the area typically attract residents that range in age from about 23 to 35, he said.

Site plans show the proposed project includes 102 parking spaces and is expected to generate approximately 383 daily vehicle trips, including 38 during peak morning hours and 41 during peak afternoon hours.

Scharf said his goal is to finish work on the project by this time next year.

About a mile north of Ethos 622, a proposed project called The Lofts at South Kerr would bring 19 apartments and some commercial space to 215 S. Kerr Ave. 

The project is being developed by 215 S Kerr LLC, an entity that bought the site in 2008, according to property records. The limited liability company is registered to John Cockrum, who is listed as the founder and president of general contractor Environments Unlimited. The company has an existing building on the site.

Plans show the three-story project is set to include 19 one-bedroom units, nearly 700 square feet of commercial space and 29 parking spaces. The building will have a footprint of just over 4,800 square feet with the apartments generating approximately 128 daily vehicle trips and the commercial space generating 10.

As of press time, neither project had been scheduled for technical review, according to the city’s project tracking website. The technical review process helps ensure projects meet the city’s development standards.
