The ground level of the building will be used for commercial tenants that include Girls with Dough, Shore Break Bikes and Water + Color Gallery. Those tenants were announced in July.
The second through fourth floors hold 27 apartments with nine different floor plan options.
Sweyer Property Management will control MV Flats at Riverlights.

Rent prices begin at $900 for a one-bedroom, one-bath unit.
Earlier this year, a Greenville, South Carolina, developer submitted engineering drawings to the city of Wilmington for a 250-unit apartment complex in Riverlights called Middleburg Apartment Community on site plans.
The documents show three- to four-story apartment buildings, a pool, a dog park, open space and garages, and the plans have been released by the city for development, according to Wilmington's project tracking website.
Efforts to reach developers for more information about the Middleburg Apartments and the MV Flats were not immediately successful Tuesday.
Last year, RL Lofts, a separate mixed-use structure in Riverlights, sold for $4.67 million to an investor.
Riverlights is a 1,400-acre planned mixed-use community located in Wilmington that includes residential sites, commercial space, eight public parks, a 38-acre freshwater lake, community gathering spaces and views and access to the Cape Fear River. Upon completion, Riverlights, under development by Newland Communities, is planned to have approximately 2,290 single-family, patio, and townhomes.
