UNCW Names Two Administrators

University of North Carolina Wilmington has named two new members of its administration.

Rigoberto J. Rincones-Gómez is the new assistant provost of the Office of Institutional Research and Assessment, the university announced in a news release.

Rincones, who stepped into his new position Sept. 1, comes from Broward College, where he served as the associate vice president for institutional research, planning, effectiveness and analytics.

“We are looking forward to welcoming Dr. Rincones to the UNCW team,” said Cathy Barlow, interim vice provost and senior associate vice chancellor for Office of Academic Affairs, said in the release. “Rigoberto’s extensive background in institutional research and as an adjunct faculty member made him an ideal candidate for the search committee. His leadership skills and collaborative approach will allow for continued success within the Office of Institutional Research and Assessment and the university.”

As the assistant provost of the office, Rincones reports to Barlow and will direct the university’s data collection, reporting, and analysis functions and oversee internal and external reporting, the release stated.

Rincones was named after an extensive nationwide search, the news release stated. In his former role, he led Broward College’s research, planning, effectiveness, and analytics processes to help improve student access, engagement, retention and completion. Prior to working at Broward, Rincones served as the national director of data coaching at Achieving the Dream Inc., a nonprofit dedicated to improving community college student success.

Rincones earned his Ph.D. in evaluation, measurement and research design and a master's degree in educational leadership from Western Michigan University.

The university has also appointed John P. Scherer II as its general counsel. His hiring was approved by the UNC Board of Governors on Sept. 18.

Scherer (at left) has served as UNCW’s interim general counsel since March. He replaces Robert Hoon, who accepted the position of deputy general counsel at N.C. State University in March. Previously, Scherer was the associate general counsel.

Prior to his work in higher education, Scherer was an assistant attorney general in the N.C. Department of Justice, where he litigated cases in defense of the state corrections department.

Scherer is a former major in the U.S. Army Judge Advocate General’s Corps, where he served in various active duty and multiple reserve positions.

A graduate of Davidson College, Scherer earned his law degree from the University of North Carolina at Chapel Hill. He is a member of the state bar.
